They want to make their own setting (or ring) They want to personalize it and then put the diamond in.

the reason why people purchase loose gems is because they want a personalized setting.
for example, if you see a ruby ring at macys, but you hate the gaudy setting, you can opt to simply buy the ruby & then take it to a jeweler who will create the setting that you want.
